runners/keys: Don't show actions that are handled by other runners

The Desktop Sessions and Power runners provide results that are duplicated, and sometimes superseded by the keys runner. This is particularly problematic when "…Without Confirmation" actions are ranked first.

To resolve this, specifically prevent these actions from appearing as matches.
