Without this, the user has no GUI to override the language shown on the login screen if it's set incorrectly in /etc/locale.conf or /var/lib/plasmalogin/.config/plasma-localerc.

Test plan: sync settings and observe /var/lib/plasmalogin/.config/plasma-localerc changing.
