[homescreen] Button panel now at the top?

Here's how my homescreen has looked just after logging in the last couple of dev images.

As you can see the bottom panel is at the top, hiding away the notification bar.

If I rotate the display, the touchscreen input gets "inverted". But that might be a separate issue.
