[navigationpanel] Add swipe left/right gesture in one motion to switch apps

Add a swipe left/right gesture to switch between open apps. Careful attention needs to be done so that there is a small delay before reordering apps by open history, in-case the user wants to switch to previous apps multiple times (or else they will just be swapping between the current and 1 app back)
