homescreens/folio: Keyboard arrow navigation

Allow app delegates to be navigated (by highlight) using the keyboard arrow keys (or equivalent input device, such as the D-Pad mapped to arrows on portable gaming devices). This would allow users to select and open apps in a more natural way on certain devices.

Additionally, on Halcyon, allow the arrows to navigate between the favourites and app list.
