[quicksettings] Add option to hide items completely

We are able to rearrange the Quick Settings applets but we cannot hide them from the pull-down. In addition to order, each item should have a visibility option.

There is a setting for this in .config/plasmamobilerc called "disabledQuickSettings" but there does not appear to be a menu option to add them to this array through the GUI.
