[panel] Add settings menu

Add a way to open a settings menu (quicksetting?) which can allow for customizing the top panel and notification shade.

Ideas for customization:

• Order of quicksettings
• Top panel height
• Ability to add spacers so that notches and rounded screen edges can be accounted for (maybe just allow customizing order of clock, applets, mobile data indicator, etc.?)
