Revert "Only show osd on global shortcuts or scrolling the applet"

This reverts commit ad4a17b4. This breaks showing the OSD on bluetooth volume changes. This is a behavior we want even if not identical to the before times. BUG:500129 FIXED-IN:6.3.1
