Rotation not working properly

I'm not certain this issue belongs here or with Kwin.

Somewhere between September 1st and September 2nd, rotation broke on the dev images. But not on the regular daily images.

On first boot the display is correctly in portrait mode. But if you rotate it for some reason, you can't rotate it back to portrait mode. You can get it to upside-down portrait mode, but the touch input is not angled with it. Meaning you are using touch input "blindly".

The phone is stuck in landscape/upside-down mode, even after a reboot.
