Keyboard layout switching does not use KDE shortcuts during plasma-setup
To reproduce, install Fedora 44 KDE in Russian. This configures the keyboard layout as en,ru (English and Russian, switched).
During the live boot and install, layout switching is enabled (though it [doesn't really work right](https://bugzilla.redhat.com/show_bug.cgi?id=2453260)) once you have selected Russian language and got the `en,ru` configuration. After install, if you go through plasma-setup without changing the layout settings, and reach the desktop, layout switching is enabled and works properly.
However, *in plasma-setup itself*, layout switching does not work at all. Pressing meta+alt+k (the shortcut to switch layouts) just types a k. There is no visible/clickable layout indicator.
This isn't hugely important because people usually only want to type ASCII characters in the initial setup tool, but...it *is* technically possible to include native characters in your password, if you like, and we actually test that in Fedora openQA.
