No persistent keyboard layout indicator / switcher in plasma-setup
In the plasma-setup environment, there is no persistent keyboard layout indicator, which there kinda ought to be if you have multiple layouts configured.
You *probably* don't need to switch during plasma-setup, but it's reassuring to be able to see what the currently-selected layout is, and if you *do* want to type native characters for some reason, a visible indicator you can click on to switch layouts is the most obvious UI.
This is also important to Fedora openQA, as we expect there to be a permanent indicator so we can tell what layout is active and confirm that switching worked (we *do* want to switch layouts during the initial setup utility, to put native characters into the user password, just to test that path in case somebody thinks it's a good idea). The popup that appears extremely briefly when you switch layouts isn't usable for this purpose.
In the regular Plasma desktop, when more than one layout is configured, there's an indicator / switcher in the bottom-right corner panel.
