Don't let people create new EncFS vaults

Nate Graham requested to merge ngraham/plasma-vault:no-new-encfs-vaults into master

EncFS is effectively EOL and has multiple known security issues, and its author recommends using GoCryptFS[2]. Let's maintain support for existing EncFS vaults, but prevent people from creating new ones; only CryFS and GoCryptFS will be supported going forward.
