Naming consistency

Welcome Center is the name of the application. The repository's name should reflect that (bugzilla already does). The URL should probably be .../plasma/welcomecenter for consistency with systemsettings. At any rate, including Plasma in the URL or name is redundant as it belongs to the Plasma group.
