kcms/notifications: Rearrange layout a bit to use section headers

Nate Graham requested to merge ngraham/plasma-workspace:notification-kcm-with-section-headers into master

In the past we didn't use Kirigami section headers because they were kind of ugly. But today they're nicer looking, so we can use them in our FormLayout UIs now. This allows clearer grouping between sections.

If folks like this style and the MR is merged, we can start to make the same kind of change to our other FormLayout-driven UIs with multiple internal groups.
