On distro updates the file can be created anew and so every applet be presented as new.

Reason for the change

On some distros (at least Neon, so probably at least all apt using distros) the files seem to be totally created new when updating.

Test plan

Reinstall plasma-workspace or kdeplasma-addons package on Neon
