applets/notifications: fix closing notification with expire_timeout
Reason for the change
Actually set timeout in modelInterface so effectiveTimeout is valid when expire_timeout is set.
Test plan
Run kdialog --passivepopup test 3 and the notification should be closed automatically after 3 seconds.
