notifications: Expose copied file through desktop portal

Reason for the change

The notification might include a file url, for example a screenshot. When the user selects "Copy", it should be made available to sandboxed apps.

Test plan

  1. Take a screenshot with Spectacle
  2. A notification pops up
  3. Click on the hamburger menu
  4. Select "Copy"
  5. Try to paste in a sandboxed app
