notifications: make "you missed some notifications" notification transient

Reason for the change

Its purpose is to direct you to the notifications history. If you're seeing it in the notification history, its purpose has been bypassed because you're already where it wanted to take you.

Don't show it in the notification history.

Test plan

  1. Open Konsole
  2. F11 to go full screen
  3. notify-send foo bar
  4. Wait 6 seconds
  5. F11 to exit full screen
  6. Wait 6 seconds again so the "you missed some notifications" notification times out
