  • region_language: set the entire locales list on accountsservice

this fixes flatpak not properly enabling all required locales and then either behaving oddly or spending excess amounts of time generating the locales on-demand

(mind that I couldn't get flatpak to apply this properly on updates -- there may be something broken over there as well)

  • cmake: codify our runtime dependence on accountsservice

picking a relatively old version since we hadn't previously established our requirements properly
