• applets/notifications: Don't invoke default action when a link is hovered

There's a MouseEventListener so the default action is always triggered, even if the selectable label or scroll view or whatever else might steal the click. However, in case of a hyperlink, we want only that to trigger.

Reason for the change

Made a notification with a default action and a hyperlink, clicked it, both hyperlink opened and default action triggered.

Admittedly a bit of a hack but the input handling in notification popup is somewhat peculiar.
