Reason for the change

A button performs an action when pressed, so its label needs to begin with a verb that tells the user what action will be performed.

This commit adds an appropriate verb to both states of the the Virtual Keyboard button, and also switches to more semantically and visually appropriate icons that match the text.

Test plan

  1. Press Meta+L to lock the screen
  2. Look at the button in the bottom-left corner
