  • devicenotifications: Don't notify when all screens go away or reappear

KWin now removes all outputs when switching TTY which causes devicenotifications to notify about that.

Instead, don't notify when all screens are gone or a screen appears when there was none before.

Reason for the change

I get a “screen connected” notification whenever I go from TTY back to my session after a few seconds.

Test plan

Switched to TTY, waited for > 2s for the dpms timer thing, switched back: No more notification

Probably needs testing by someone with multiple monitors.
