For Wayland we already have infrastructure to handle DPMS timeouts via KIdleTime.
To simplify the logic, also do it explicitly on X11.

This patch sets the timeouts to zero and always does an explicit `xcb_dpms_force_level`
when the relevant timeout is reached.
