Add Chime When Plugging Laptops

I would like to propose using a chime to note when a laptop is plugged back into power. We can use the same chime we have for unplugging.

Currently, the only change that shows that you have plugged your laptop is a screen brightness change. If you use the laptop with 100% brightness, that might not be noted.
