Remove backend plugins

Theoretically Powerdevil supports different backends via a plugin system. In practice there is only the upower backend.

That's not going to change any time soon, and if it does there is no guarantee that the existing backend interface is suitable or helpful.

By removing the plugin system code we could potentially clean up the internals a bit
