Future plans regarding battery limitation

UPower may implement battery charge limits in the future. It may be wise to migrate to that feature, away from our own implementation.

Pros:

No authentication
Restore on boot (!253 / !290)
Unified behavior with other DEs

Cons:

Dependence on UPower
Fixed values
Less flexible
