daemon: Hook up external-brightness-v1 "set_uses_ddc_ci"

Requires updates to libkscreen and plasma-wayland-protocols.

This will tell the compositor that a DDCutilDisplay is using DDC/CI. As a result, KWin can decide to ignore it or otherwise treat it differently than other brightness devices which may be considered more reliable or responsive.
