Remove Settings Dialog

work/remove-settings-dialog into master

As been discussed in @teams/vdg room, this dialog seemed somehow superfluous, having barely two options, and redundant (the system settings' settings dialog)

The view modes (icons/sidebar) are now accessible from specific actions (Switch to ... View), instead of the Configure.. button.

The remaining "Show Tooltip" option has been removed
