Remove Settings Dialog

This dialog seemed somehow superfluous and redundant
(system settings' settings dialog)

The view modes (icons/sidebar) are now accesible from specific
actions (`Switch to ... View`), instead of the `Configure..` button.

The remaining "Show Tooltip" option has been removed
