Summary: By default, QT uses fast transformations when scaling pixmaps but it results in a very pixelated image. This patch fixes it for avatars in the user manager module.

Test Plan:
Resolution of the original avatar image is 256x256.

Use a KIO::copy job to ensure that ~/.face gets created correctly, and delete any temp files once they're no longer needed.

Test Plan: Tested in KDE Neon. With this change, ~/.face gets created properly, both when it did not previously exist (i.e. when the user is setting a picture for the first time), and also when it did previously exist (i.e. when the user is changing their picture). Tested for gallery avatars as well as several local files (.png, .jpg, .webp).

Summary:
Prompting the user for a region makes sense when loading from a file,
but not from the gallery.

CreateAvatarJob does two things:
- copies from KIO
- goes via a KPixmapRegionSelector and saves to a local file

We know the gallery files are locally mounted, and we don't want the
region selector so we can just skip the job completely.

Test Plan:
Set avatar from file. Got prompt, saved properly
Set avatar from gallery. Skipped prompt, saved properly

Summary:
The KIO job needs to be run synchronously, otherwise the KCM might be
deleted before the job finished. This happens when closing the KCM
module with the Ok button, or when closing the System Settings window
and clicking Apply.
