Missing to implement setting changes

Also drop support for old PipeWire 0.1 and simplify buffer handling

Push buffers to stream based on framerate

Unfortunately PipeWire provides a new header file with version and check starting with the new version
so we cannot rely on that. Instead try to check whether we can include that header for future usage
and also use its existence as a sign the new PipeWire version is used

Also remove it completely after streamining is finished. This allows us to work even after
PipeWire is started later or when it's restarted

To prevent the compiler wanting nullptr due to the QFlags zero hack

Summary: Add Screenshot portal using KWin Screenshot DBus interface.
