This reverts commit 3487b438.

I don't think it's a good idea to change names of scripts we've been shipping, suddenly you broke everyone invoking the script with the full name

Changes from the old create_tarball.rb:

* docs are fetched from l10n-kf5 instead of l10n-kde4.
* kde4_create_handbook -> kdoctools_create_handbook.
* The SUBDIR argument is now always used: https://git.reviewboard.kde.org/r/118156/
* ki18n_install(po) in the top CMakeLists.txt file. We don't bother anymore
  creating one CMakeLists.txt in every po/ subfolder.
* kdoctools_create_manpage is now used if manpages are available in the docs.

While at it use sed instead of perl, this is much smaller.

Based on split_out_frameworks.sh.

It's probably wrong for this script to be in the frameworks/ directory,
but kde-dev-scripts needs general reorganization anyway...

It had the entire echo command in quotes instead of only the string
to be echoed.
