Remove builds that are continuously broken for 9 month or more
requested to merge vkrause/binary-factory-tooling:work/remove-permanently-broken-android-builds into master
This is just wasting resources if nobody cares for those, and it's blocking the removal of the legacy fastlane metadata path in the signer script.
