Until the proper replacement has been figured out, comment out the package
here to make the CI images buildable again. This isn't ideal, but it seems
to only be an optional dependency of Cantor, so at least this shouldn't
break the build there.

Should fix its unit tests on the CI.

This is more likely to work properly and is an easier path than trying to add these things in ourselves

This should avoid having Autotools based dependencies like libxml2 built
twice.

Normally we would just add things to one of our existing images however in this case we are going to embed a Flatpak runtime and SDK which seems excessive for our other images to carry.

Second attempt, this now builds the image successfully. Whether it also
fixes the KF6 build issues remains to be seen though.

This avoids duplicating OpenSSL in the Qt6 image, which unlike the Qt5
one only supports one target architecture.

Create common .linux-image and .windows-image job definitions, and extend them
for each image we build. This makes the configuration shorter and easier to add
new images, or change the job configuration for all images at once.

Try to force the installation of an earlier version of OpenSSL again in our Qt 6.2 images

Restore the buildability of the Qt 6.2 image for now until we can determine why LibreSSL is being preferred.

The default recently changed when just asking for any version, and our
software isn't really prepared for 3.0 yet.

Ensure we cleanup the Windows Recycle Bin - something in the earlier steps is leaving behind binary debris in there.
This debris has a highly malformed filename which Docker on Windows cannot handle and ends up in an infinite loop, preventing the image from being built
