Add refactored Arch dependencies

The plan is to move split this up into individual repos' .kde-ci.yaml files once the discussion regarding third-party packages in #24 finishes.

However, I'm keen to merge this and use it kde-builder and make-packges.sh for a while because if we find an issue/limitation in its schema it'll be waaaaaay easier to fix before we split this out.
