fix: Add doxygen as a dependency on gentoo
By the kde-builder setup instructions (https://develop.kde.org/docs/getting-started/building/kde-builder-setup/), when noticing dependencies to be missing, one should edit the respective file. kde-builder could not build "wayland" because of a missing dependency on doxygen on Gentoo. Adding the dependency here.
