User Story: Service & Exe Filtering

Current issues:

• boot filter does not limit the selectable services to those available in the current boot
• priority filter has no impact to selectable services even though many do not have messages for high priority levels
• no separation between system services and user services
• no priority pinning of "favorite" services or processes possible
