Unify and centralize documentation about development processes
Currently we have documentation about KDE development, packaging and distribution etc. in different places like the Community Wiki and the Developer Documentation
It seems reasonable to centralize everything, clean up structures to make it easier to find things and de-duplicate content. The Developer Documentation alias https://invent.kde.org/documentation/develop-kde-org seems to be a good place for this purpose.
It needs to be discussed if it makes sense to move everything to https://develop.kde.org/docs or if there are reasons to use the wiki for some content.

Snap: Update documentation (ask Neon team for help) and move https://community.kde.org/Guidelines_and_HOWTOs/Snap to https://develop.kde.org/docs/build -
Shutdown of https://techbase.kde.org (check that content is obsolete or moved before, especially https://techbase.kde.org/Development/Tutorials and https://techbase.kde.org/Development/Tools/) (tracked in teams/web/wiki-sites#1)
