friendly 'competition' for the community: find the lowes spec HW KDE Plasma is usable on

In the Opt Green project we will be reviving old, low-spec hardware with Free Software. In order to provide the best experience for potential KDE users, we would like to find what the lowest-spec HW is that runs KDE Plasma well. Just getting it to run is not enough: the system should be usable.

To find this information, one idea is to have a community exhibition or friendly 'competition'.

This issue will be used to plan and carry out this idea.
