Update to modern situation
The FLA is outdated in a few ways:
- no possibility / language for company-wide assignment

URLs in the documents 404 or are not
https: - Language is non-inclusive
- KDElibs are still prominent, Frameworks is missing
- Successors to Nokia not mentioned
- SPDX not mentioned
Basically, the document and associated FRP are behind on how we actually do things.
