Update to modern situation

The FLA is outdated in a few ways:

• no possibility / language for company-wide assignment
• URLs in the documents 404 or are not https:
• Language is non-inclusive
• KDElibs are still prominent, Frameworks is missing
• Successors to Nokia not mentioned
• SPDX not mentioned

Basically, the document and associated FRP are behind on how we actually do things.
