      also backport the background/border un-prefixing, and the vendor prefix translation. The properties are stable, so it's really idotic not to render those as intended when we can - especially border-radius is becoming quite pervasive.

       I did not do is width()/minWidth() => calcValue()/calcMinValue()
       as it is a bit tricky.
      .merge some work bringing better precision to percentage calculations.
      
      Combined with Web Fonts, this let us get rid of the red square+purple 'X'

      Scrolling the background with the element content is actually the
      behaviour we were using for background-attachment: scroll, in order to
      emulate MSIE6/7, but that was a violation of CSS 2.1 (#185631),
      so fix that too.
      
      (also fix bogus borderTop addition in isPointInScrollbar, noticed while
      playing with thick bordered background-attachment testcases)

      Using all uppercase names for enum values is a _really_ bad idea, even more so when using such general terms as FIXED.
      This caused a compile error with MSVC because wingdi.h defines a struct called
      "FIXED" as well and MSVC couldn't decide wether to use the struct or the enum
      value in certain places.
      
      Fix is to make the enum value more specific to the enum its used in, similar to
      some of the other enums in this header. I initially wanted to change all of the
      enums to mixed-case, but thats stimply too much work.

      - add implicitStyle collector for dynamic, implicit style sheets
       (eg. attr. aLink, vLink,...). It gets applied with NonCSSHint priority,
        as its presentational too.
      - make the presentational selectors always parse non-strict.
