KateConfigDialog: Put cycle through tabs explanation below check box

The label can get pretty wide depending on translation. QCheckBox doesn't support word wrapping so it will make the dialog explode.

Since it's more of an explanation anyway, add a dedicated explanation label in smaller font below.

Also, use the actual action text rather than telling translators to.

Can we assume the action will be always there?

Also I thought we had some mnemonic remove helper but I couldn’t find it.
