WIP: Describe a least effort way to run and test apps and plasmashell

this describes a least-effort way to test, compile, debug etc completely on your host system. It is still better than/not as bad as the method used by @mart as the plasmashell will run inside a kwin_wayland window.

it should be improved by adding the theming and mobile variables to the kderc

I'm also not sure if and where to put this

Also this has been written in the webeditor of gitlab so I don't know if sphinx likes it
