Proposal: archive and retire the Dot

As stated in the title, this is a proposal to archive and retire the Dot.

Official KDE news for Akademy, SoK/GSoC, etc. will appear either on existing channels (https://kde.org/announcements/) or on dedicated blog channels (e.g., blogs.kde.org/akademy) at the proposed new blogs.kde.org.
