Improve check for (relevant) changes since last report

Martin Riethmayer requested to merge mriethmayer/bug-safari:patch-fixmissingnochangemessage into master

If only some details of the bug list have changed (e.g. a new CC address has been added etc.), but no new bug has been added and no bug has been fixed, Bug Safari would not print out 'no changes' message. With this commit, it is actually checked, whether theres a new bug or a fixed bug. If not, append the message about no change.
