Fractional frame rates

This extension adds support for fractional frame rates. It is usually below one (1/3, 2/5) but also values like 3/2 are supported. Fractional rates are useful in cases like slow educational animations (where items may not need to move smoothly) and producing slow videos that are much smaller in size than when created by just duplicating existing frames.

This extension has been originally proposed for Krita as request 1400, in response to RFE 430363. It has been additionally discussed at krita-artists.org.

Fractional rates have been criticized as niche feature.
