[AFTER UNFREEZE] Update heif and openexr

Simon Ra requested to merge simonra/krita-deps-management:update_heif_openexr into master

Some small version bumps I needed to build things successfully on linux, I think because gcc 13 added warnings that are treated as errors by one of these projects, and the other one was some implicit include breakage. I've built krita with this on windows and linux, and rudimentally tested functionality on windows.
