Make StaticMessages more robust against make errors

make in master should always work, but as it is with things that "should be" it happens that it doesn't so this is a suggestion for an extra fallback mechanism since it happened recently (for the second time if brain serves) that Scripty messed the whole repo because make failed, but it continued in the wrong dir.

@teams/localization please check carefully if that will break anything as my expertise on the KDE translation infrastructure and scripty is only limited.
