Add all leftover documentation from graphics/krita

Amy spark requested to merge work/amyspark/add-docs into krita/4.3

This MR brings in all of Dmitry's old docs from graphics/krita:

  • the Strokes documentation
  • some notes about SVG extensions.

I maintained the GFDL licensing, so I'd like @dkazakov to confirm that everything is OK.
