Improve Chinese language redirection

I added some logic for more proper Traditional Chinese vs Simplified Chinese preference detection, which will come in handy later.

@bcooksley Can you please give it a sanity check and let me know if there are any issues? I am fairly certain that the regex and the checks are correct but I haven't tested the full script.
